5440. GATEWAY ACCESS SERVICE – FIBRE TO N
THE NODE │

Note: Because the Commission has forborne, in Telecom │
Regulatory Policy CRTC 2009-19, with respect to the regulation of │
this service as set out in that decision, the Company may also │
provide the service in this tariff at rates and on terms different from │
the tariffed rates and terms pursuant to an agreement entered into │
between the Company and a competitor that has been filed with the │
Commission for the public record. │

1. Definitions │

(a) For the purposes of this tariff item, the following │
definitions apply: │

(1) "A Customer Cutover or Access Upgrade" │
encompasses the case where a customer requires a larger │
bandwidth access at its Point of Presence (PoP) site to │
accommodate growth in end user traffic. The customer may
also be relocating its PoP site access or transferring all of its │
existing subscribers to a different access which does not │
necessarily require an upgrade in bandwidth. │


(2) "A Customer Name Change" is defined as when one │
customer is requesting its billing or company name to be │
changed to a different billing or official company name. │

(3) "A Digital Subscriber Line Service Provider" (DSLSP) │
is a provider of Digital Subscriber Line based applications, │
such as high speed internet access and Local Area Network │
(LAN) extensions, to the public for compensation. A
DSLSP is not operating as a Competitive Local Exchange │
Carrier (CLEC). │


(4) "An end-user" is defined as being the service provider's │
customer. │

(5) "Mergers and Acquisitions" are defined as when one │
customer is transferring a portion or all of its subscriber base │
to another customer. This is also applicable when two │
different customers are merging in order to become only one
new company, or when a single company divides to become │
multiple companies. │


(6) "A service provider" includes either a CLEC or a │
DSLSP. N

2. General │

(a) Gateway Access Service – Fibre to the Node (GAS- │
FTTN) is a broadband access service based on Asymmetric │
Digital Subscriber Line (ADSL) technology. This service │
will enable a service provider to establish a high speed data
access path between its end-user's premises and a Company │
serving wire centre. End-user login and password │
authentication are established via a "network selection │
gateway" which can enable access to multiple destination │
networks.



(b) GAS-FTTN uses available bandwidth above the │
voice-band on the end-user loop used to provision the end- │
user's residential or business individual line, primary │
exchange service including message rate lines and Centrex │
voice locals terminating on other than EBS sets. The │
service is limited to lines terminating on single line station │
equipment. GAS-FTTN allows for the simultaneous use of │
the end-user's telephone line for voice-band applications │
such as voice transmission, permissive data or facsimile. │
For the purpose of this Item, such services are defined as │
"voice service". │

(c) GAS-FTTN: │

(1) Includes an ADSL Aggregated High Speed Service │
Provider Interface (AHSSPI) which provides for the │
aggregation of end-user traffic associated with a single │
service provider, from every ADSL enabled wire centre in │
either Bell Canada's or Bell Aliant's operating territory. │

(2) Provides GAS-FTTN Access over end-user loops that │
qualify for ADSL service where the ADSL serving │
equipment is located at a node. The GAS-FTTN Access │
includes the FTTN facilities required to transport ADSL │
traffic to/from the host wire centre serving the node. │

(3) Includes a POTS splitter at the end-user’s premises in │
order to separate the ADSL data traffic from the voice │
traffic. N

(c) GAS-FTTN: │

(4) Includes logical paths to provide network connectivity │
between GAS-FTTN Access arrangements and an ADSL │
AHSSPI by aggregating traffic associated with each │
GAS-FTTN Access served from groups of wire centres to a │
Broadband Access Server (BAS) and subsequently │
aggregating such traffic from all Company provided BAS to │
the ADSL AHSSPI. │

(5) Includes licensing of the Connection Manager client │
software, required in the end-user's PC to establish the │
connection through the network and the BAS to the │
end-user's desired ISP. │

(d) Connectivity between the ADSL AHSSPI point of │
demarcation located in a company wire centre and the │
service provider's PoP can be established via appropriate │
Company or third party provided facilities or via central │
office links that terminate on the service provider's │
co-located transmission equipment. │

(e) GAS-FTTN supports Point to Point Protocol over │
Ethernet (PPPoE) across the Company's backbone network. │

(f) GAS-FTTN provides for a single domain name. │
Additional domain names are available upon request in │
accordance with the rates, terms and conditions below. │

(g) The following information is provided for information │
purposes only and does not constitute prior Commission │
approval. GAS-FTTN is subject to Internet Traffic │
Management Practices (ITMPs) as follows: │

(1) ITMPs are applied to all GAS-FTTN end-users during │
peak periods of Internet usage (4:30 p.m. to 2:00 a.m.). │

(2) ITMPs impact only those GAS-FTTN end-users who │
are using common peer-to-peer (P2P) file-sharing │
applications. An increase in duration time to download and │
upload files during peak usage periods may be experienced │
as the download and upload rate speeds for P2P file-sharing │
usage are gradually decreased from full speed down to 512 │
Kbps at 4:30 p.m. and then down to 256 Kbps at 6:00 p.m. │
and then gradually increased up from 256 Kbps to 512 Kbps │
at 1:00 a.m. and then up to full speed at 2:00 a.m. N

3. Terms and Conditions │

(a) The Company determines those serving wire centres │
which will support GAS-FTTN and the available speeds for │
the AHSSPI connectivity. │

(b) The end-user's loop facility must qualify for │
GAS-FTTN. │

(c) An ADSL AHSSPI provides a DS-3, OC-3 or │
10/100/400/1000 Mbps service demarcation interface, │
subject to a contract period of 1, 2, or 3 years. │

(d) The ADSL AHSSPI for 10/100/400/1000 Mbps is │
limited to 256 Virtual Local Area Network connections │
(VLANs) per ADSL AHSSPI. │

(e) GAS-FTTN Access consists of the FTTN equipment in │
the serving wire centre, and node as appropriate, fibre │
facilities between the serving wire centre and node, and │
cross connection of such equipment to Company or CLEC │
provided voice service. One GAS-FTTN Access is required │
for each end-user. │

(f) The point of demarcation for ADSL AHSSPI is │
dependent upon speed and is defined as follows: │

(1) for DS-3 and OC-3, the point of demarcation is the │
Fibre Management Facility associated with the ATM switch │
or concentrator nearest to the service provider's PoP; │

(2) for Ethernet 10 Base-T, Ethernet 100 Base-T, Ethernet │
400 Mbps, and Ethernet 1000 Mbps, the point of │
demarcation is the patch panel associated with the network │
devices nearest to the service provider's PoP. │

(g) GAS-FTTN Access will only be provisioned over │
Company provided primary exchange service, unbundled │
local loops used to provide CLEC primary exchange service │
and dry loops. │

(1) The Company will not offer additional services to the │
end-user over an unbundled local loop being used by a │
competitor for GAS-FTTN when it is provided over dry │
loops. N

(h) The ADSL equipment is subject to operational │
constraints related to the characteristics of the underlying │
loop facility. Service providers may use GAS-FTTN to │
establish high-speed connections to only those end-user │
premises located within the operational range of the ADSL │
serving equipment associated with suitably equipped remote │
locations. Service providers may not use GAS-FTTN to │
establish high-speed connections to end-user premises │
located beyond the range of the ADSL serving equipment. │

(i) The GAS-FTTN customer is billed one (1) month in │
advance and is charged based on the number of end-users. │

(j) The service provider is required to provide at least one │
month's notice, in writing, of early termination of the │
GAS-FTTN Access Service contract. │

(k) If an end-user cancels their Company or CLEC │
provided voice service or if it is otherwise removed from │
service, billing for GAS-FTTN will continue until the │
Company has been notified by the service provider that │
GAS-FTTN is to be terminated. │

(l) Serving Area Activation is associated with the │
Broadband Access Server (BAS). The BAS is a network │
device which aggregates GAS-FTTN Accesses to a single │
point within a given broadband serving area, and provides │
the capability to 'switch' an individual access between │
multiple networks. The BAS supports Point to Point │

Protocol over Ethernet (PPPoE).

(m) The Serving Area Activation is the element within the │
BAS that communicates with the end-user PC client's │
connection software. It "logically" connects the network │
destination with the appropriate logon "network name". │
Serving Area Activation is a one time activity only. │

(n) A service provider cannot have ATM and IP AHSSPIs │
within the same serving area. Service providers with an IP │
AHSSPI will be provided a maximum of 3 IP addresses per │
AHSSPI. N

(o) Service providers subscribing to GAS-FTTN will be │
responsible for obtaining the following elements required to │
make the service operational: │
- RADIUS Server. │
- Class C Address Block - "Aggregated" reserved for │
ADSL use and distribution by the Company activated by │

end-user login. │
- xDSL or other compatible high speed modem, subject to │
the Company's acceptance. │
- Filters – In some circumstances, end-users may detect │
audible noise on their telephone line following the │
installation of the modem, necessitating the use of │
voice/data filters installed directly in the telephone jack. │

- ATM or Ethernet connectivity between the Company's
broadband network and service provider's PoP.

(p) A customer who subscribes to GAS-FTTN and one or │
more of Gateway Access Service (GAS) (Item 5410), High │
Speed Access Service (HSA) (Item 5420) and High Speed │
Access Service – Fibre to the Node (HSA-FTTN) (Item │
5450) may use one Company-provided AHSSPI for all │
traffic from those services. │

(q) When transferring and/or acquiring existing Domain │
names, the transfer of end-users associated with these │
Domain names is required. The Service Provider is │
responsible for the transfer of the end-users to the Service │
Provider's profile. │

(r) As a condition of service under this tariff, and in │
accordance with paragraphs 50, 66 and 104 of Telecom │
Regulatory Policy CRTC 2009-657, Review of the Internet │
traffic management practices of Internet service providers │
(TRP 2009-657), customers employing Internet Traffic │
Management Practices (ITMPs) shall: │

(1) whether or not they are Canadian carriers, abide by the │
requirements of subsection 27(2) of the │
Telecommunications Act with regard to any ITMPs they │
employ;

(2) abide by the disclosure requirements described in │
TRP 2009-657; and │

(3) not use for other purposes personal information │
collected for the purposes of traffic management or disclose │
such information. N

(s) The customer is responsible for the installation, │
operation and maintenance of any equipment, apparatus or │
devices that the customer or end-user provides and which is │
attached or connected to or used with the Company's │
facilities and/or equipment. When, as a result of a service │
issue raised by the customer to Bell and at the request of the │
customer to test the services provided by the Company, the │
Company completes testing activities and finds that there is │
no fault in the Company's facilities; or when a truck roll is │
required to an end-user's premises and no trouble is found in │
the Company's facilities and/or equipment but such trouble │
continues to be present when the customer-provided │
equipment is reconnected to the Company's facilities and/or │
equipment, a charge as specified in Item 4210.1.(b) – │
Diagnostic Maintenance Charge applies. If however, within │
a two week period, testing activities identify fault with the │
Company's facilities; or if the trouble is no longer present │
upon reconnection of the customer-provided equipment, no │
charge will apply. │

(t) GAS-FTTN does not support the routing or │
transmission of multicast traffic. │

(u) GAS-FTTN does not support the sharing of modems │
between the Company and the GAS-FTTN customer. │

(v) If an end-user chooses to receive Internet service from │
the GAS-FTTN customer and IPTV service from the │
Company, and a second loop is available, the GAS-FTTN │
customer shall pay the GAS Access Over Dry Loops rates │
and charges set out in Item 5410 – Gateway Access Service, │
in addition to all other applicable GAS-FTTN rates and │
charges. If a second loop is not available, GAS-FTTN │
service will not be provided. │

(w) GAS-FTTN Accesses are provided on the Company's │
fibre to the node facilities. GAS-FTTN Accesses are not │
available on the Company's fibre to the home facilities. N

4. Rates and Charges │

(a) For charges for Serving Area Manager Fees, Multiple │
Domain Names, Administration Fees and Gateway Mapping │
Administration Fee, see Item 5410 4.(f). │

(1) Two alternate Serving Area Manager Fees are │
applicable. The first fee option is used to activate the │
Province of Ontario serving area or the Province of Québec │
serving area in the Company's territory. The second fee │
option provides for the activation of all serving areas in the │
Company's territory. │

(2) Multiple Domain Names: │

(i) One time rates apply for programming the Broadband │
Access Server (BAS), on the same logical path with the first │
additional domain name and subsequent additional domain │
names on the same order. │

(ii) Multiple domain names are limited to a maximum of │
fifteen. │

(3) Administration Fees: Administration Fees provide for │
business office work that is required to perform the │
following functions: Customer Name Change, Mergers and │
Acquisitions and Customer Cutover or Access upgrades, │
including Access speed changes for end-users. │
Administration fees will not apply to customers migrating │
an AHSSPI from the Company's ATM network to its IP │
network. │

(4) Gateway Mapping Administration Fee: The Gateway │
Mapping Administration Fee addresses the work required to │
remap logical paths from each of Bell's BASs to the │
customer's PoP site allowing for end-user authentication. │
The number of BASs is dependent upon the number and │
specific location of the serving areas the customer has │
chosen to offer service. Larger urban centres require more │
BASs, this translates into higher numbers of BASs that may │
be impacted by mergers and acquisitions, customer cutover │
or access upgrades and potentially name changes. Gateway │
Mapping Administration Fees will not apply to customers │
migrating an AHSSPI from the Company's ATM network to │
its IP network. Service providers with the same │
configuration for all BAS in a serving area will be charged │
one Gateway Mapping Administration Fee for each serving │
area when changes to BASs are required. N

(2) Aggregate Volume Prices │

a. The following Aggregate Volume Prices apply on a │
monthly basis in addition to the monthly rates and service │
charges in Item 5440.4.(d)(1). │

b. Aggregate Volume Price – Pre Paid, applies as │
appropriate per month for each Terabyte (TB) or portion │
thereof of data downloaded or uploaded, when ordered in │

THE NODE │

Note: Because the Commission has forborne, in Telecom │
Regulatory Policy CRTC 2009-19, with respect to the regulation of │
this service as set out in that decision, the Company may also │
provide the service in this tariff at rates and on terms different from │
the tariffed rates and terms pursuant to an agreement entered into │
between the Company and a competitor that has been filed with the │
Commission for the public record. │

1. Definitions │

(a) For the purposes of this tariff item, the following │
definitions apply: │

(1) "A Customer Cutover or Access Upgrade" │
encompasses the case where a customer requires a larger │
bandwidth access at its Point of Presence (PoP) site to │
accommodate growth in end user traffic. The customer may
also be relocating its PoP site access or transferring all of its │
existing subscribers to a different access which does not │
necessarily require an upgrade in bandwidth. │


(2) "A Customer Name Change" is defined as when one │
customer is requesting its billing or company name to be │
changed to a different billing or official company name. │

(3) "A Digital Subscriber Line Service Provider" (DSLSP) │
is a provider of Digital Subscriber Line based applications, │
such as high speed internet access and Local Area Network │
(LAN) extensions, to the public for compensation. A
DSLSP is not operating as a Competitive Local Exchange │
Carrier (CLEC). │


(4) "An end-user" is defined as being the service provider's │
customer. │

(5) "Mergers and Acquisitions" are defined as when one │
customer is transferring a portion or all of its subscriber base │
to another customer. This is also applicable when two │
different customers are merging in order to become only one
new company, or when a single company divides to become │
multiple companies. │


(6) "A service provider" includes either a CLEC or a │
DSLSP. N

2. General │

(a) Gateway Access Service – Fibre to the Node (GAS- │
FTTN) is a broadband access service based on Asymmetric │
Digital Subscriber Line (ADSL) technology. This service │
will enable a service provider to establish a high speed data
access path between its end-user's premises and a Company │
serving wire centre. End-user login and password │
authentication are established via a "network selection │
gateway" which can enable access to multiple destination │
networks.



(b) GAS-FTTN uses available bandwidth above the │
voice-band on the end-user loop used to provision the end- │
user's residential or business individual line, primary │
exchange service including message rate lines and Centrex │
voice locals terminating on other than EBS sets. The │
service is limited to lines terminating on single line station │
equipment. GAS-FTTN allows for the simultaneous use of │
the end-user's telephone line for voice-band applications │
such as voice transmission, permissive data or facsimile. │
For the purpose of this Item, such services are defined as │
"voice service". │

(c) GAS-FTTN: │

(1) Includes an ADSL Aggregated High Speed Service │
Provider Interface (AHSSPI) which provides for the │
aggregation of end-user traffic associated with a single │
service provider, from every ADSL enabled wire centre in │
either Bell Canada's or Bell Aliant's operating territory. │

(2) Provides GAS-FTTN Access over end-user loops that │
qualify for ADSL service where the ADSL serving │
equipment is located at a node. The GAS-FTTN Access │
includes the FTTN facilities required to transport ADSL │
traffic to/from the host wire centre serving the node. │

(3) Includes a POTS splitter at the end-user’s premises in │
order to separate the ADSL data traffic from the voice │
traffic. N

(4) Includes logical paths to provide network connectivity │
between GAS-FTTN Access arrangements and an ADSL │
AHSSPI by aggregating traffic associated with each │
GAS-FTTN Access served from groups of wire centres to a │
Broadband Access Server (BAS) and subsequently │
aggregating such traffic from all Company provided BAS to │
the ADSL AHSSPI. │

(5) Includes licensing of the Connection Manager client │
software, required in the end-user's PC to establish the │
connection through the network and the BAS to the │
end-user's desired ISP. │

(d) Connectivity between the ADSL AHSSPI point of │
demarcation located in a company wire centre and the │
service provider's PoP can be established via appropriate │
Company or third party provided facilities or via central │
office links that terminate on the service provider's │
co-located transmission equipment. │

(e) GAS-FTTN supports Point to Point Protocol over │
Ethernet (PPPoE) across the Company's backbone network. │

(f) GAS-FTTN provides for a single domain name. │
Additional domain names are available upon request in │
accordance with the rates, terms and conditions below. │

(g) The following information is provided for information │
purposes only and does not constitute prior Commission │
approval. GAS-FTTN is subject to Internet Traffic │
Management Practices (ITMPs) as follows: │

(1) ITMPs are applied to all GAS-FTTN end-users during │
peak periods of Internet usage (4:30 p.m. to 2:00 a.m.). │

(2) ITMPs impact only those GAS-FTTN end-users who │
are using common peer-to-peer (P2P) file-sharing │
applications. An increase in duration time to download and │
upload files during peak usage periods may be experienced │
as the download and upload rate speeds for P2P file-sharing │
usage are gradually decreased from full speed down to 512 │
Kbps at 4:30 p.m. and then down to 256 Kbps at 6:00 p.m. │
and then gradually increased up from 256 Kbps to 512 Kbps │
at 1:00 a.m. and then up to full speed at 2:00 a.m. N

(a) The Company determines those serving wire centres │
which will support GAS-FTTN and the available speeds for │
the AHSSPI connectivity. │

(b) The end-user's loop facility must qualify for │
GAS-FTTN. │

(c) An ADSL AHSSPI provides a DS-3, OC-3 or │
10/100/400/1000 Mbps service demarcation interface, │
subject to a contract period of 1, 2, or 3 years. │

(d) The ADSL AHSSPI for 10/100/400/1000 Mbps is │
limited to 256 Virtual Local Area Network connections │
(VLANs) per ADSL AHSSPI. │

(e) GAS-FTTN Access consists of the FTTN equipment in │
the serving wire centre, and node as appropriate, fibre │
facilities between the serving wire centre and node, and │
cross connection of such equipment to Company or CLEC │
provided voice service. One GAS-FTTN Access is required │
for each end-user. │

(f) The point of demarcation for ADSL AHSSPI is │
dependent upon speed and is defined as follows: │

(1) for DS-3 and OC-3, the point of demarcation is the │
Fibre Management Facility associated with the ATM switch │
or concentrator nearest to the service provider's PoP; │

(2) for Ethernet 10 Base-T, Ethernet 100 Base-T, Ethernet │
400 Mbps, and Ethernet 1000 Mbps, the point of │
demarcation is the patch panel associated with the network │
devices nearest to the service provider's PoP. │

(g) GAS-FTTN Access will only be provisioned over │
Company provided primary exchange service, unbundled │
local loops used to provide CLEC primary exchange service │
and dry loops. │

(1) The Company will not offer additional services to the │
end-user over an unbundled local loop being used by a │
competitor for GAS-FTTN when it is provided over dry │
loops. N

(h) The ADSL equipment is subject to operational │
constraints related to the characteristics of the underlying │
loop facility. Service providers may use GAS-FTTN to │
establish high-speed connections to only those end-user │
premises located within the operational range of the ADSL │
serving equipment associated with suitably equipped remote │
locations. Service providers may not use GAS-FTTN to │
establish high-speed connections to end-user premises │
located beyond the range of the ADSL serving equipment. │

(i) The GAS-FTTN customer is billed one (1) month in │
advance and is charged based on the number of end-users. │

(j) The service provider is required to provide at least one │
month's notice, in writing, of early termination of the │
GAS-FTTN Access Service contract. │

(k) If an end-user cancels their Company or CLEC │
provided voice service or if it is otherwise removed from │
service, billing for GAS-FTTN will continue until the │
Company has been notified by the service provider that │
GAS-FTTN is to be terminated. │

(l) Serving Area Activation is associated with the │
Broadband Access Server (BAS). The BAS is a network │
device which aggregates GAS-FTTN Accesses to a single │
point within a given broadband serving area, and provides │
the capability to 'switch' an individual access between │
multiple networks. The BAS supports Point to Point │

Protocol over Ethernet (PPPoE).

(m) The Serving Area Activation is the element within the │
BAS that communicates with the end-user PC client's │
connection software. It "logically" connects the network │
destination with the appropriate logon "network name". │
Serving Area Activation is a one time activity only. │

(n) A service provider cannot have ATM and IP AHSSPIs │
within the same serving area. Service providers with an IP │
AHSSPI will be provided a maximum of 3 IP addresses per │
AHSSPI. N

(o) Service providers subscribing to GAS-FTTN will be │
responsible for obtaining the following elements required to │
make the service operational: │
- RADIUS Server. │
- Class C Address Block - "Aggregated" reserved for │
ADSL use and distribution by the Company activated by │
end-user login. │
- xDSL or other compatible high speed modem, subject to │
the Company's acceptance. │
- Filters – In some circumstances, end-users may detect │
audible noise on their telephone line following the │
installation of the modem, necessitating the use of │
voice/data filters installed directly in the telephone jack. │
- ATM or Ethernet connectivity between the Company's │
broadband network and service provider's PoP. │

(p) A customer who subscribes to GAS-FTTN and one or │
more of Gateway Access Service (GAS) (Item 5410), High │
Speed Access Service (HSA) (Item 5420) and High Speed │
Access Service – Fibre to the Node (HSA-FTTN) (Item │
5450) may use one Company-provided AHSSPI for all │
traffic from those services. │

(q) When transferring and/or acquiring existing Domain │
names, the transfer of end-users associated with these │
Domain names is required. The Service Provider is │
responsible for the transfer of the end-users to the Service │
Provider's profile. │

(r) As a condition of service under this tariff, and in │
accordance with paragraphs 50, 66 and 104 of Telecom │
Regulatory Policy CRTC 2009-657, Review of the Internet │
traffic management practices of Internet service providers │
(TRP 2009-657), customers employing Internet Traffic │
Management Practices (ITMPs) shall: │

(1) whether or not they are Canadian carriers, abide by the │
requirements of subsection 27(2) of the │
Telecommunications Act with regard to any ITMPs they │
employ;

(2) abide by the disclosure requirements described in │
TRP 2009-657; and │

(3) not use for other purposes personal information │
collected for the purposes of traffic management or disclose │
such information. N

(s) The customer is responsible for the installation, │
operation and maintenance of any equipment, apparatus or │
devices that the customer or end-user provides and which is │
attached or connected to or used with the Company's │
facilities and/or equipment. When, as a result of a service │
issue raised by the customer to Bell and at the request of the │
customer to test the services provided by the Company, the │
Company completes testing activities and finds that there is │
no fault in the Company's facilities; or when a truck roll is │
required to an end-user's premises and no trouble is found in │
the Company's facilities and/or equipment but such trouble │
continues to be present when the customer-provided │
equipment is reconnected to the Company's facilities and/or │
equipment, a charge as specified in Item 4210.1.(b) – │
Diagnostic Maintenance Charge applies. If however, within │
a two week period, testing activities identify fault with the │
Company's facilities; or if the trouble is no longer present │
upon reconnection of the customer-provided equipment, no │
charge will apply. │

(t) GAS-FTTN does not support the routing or │
transmission of multicast traffic. │

(u) GAS-FTTN does not support the sharing of modems │
between the Company and the GAS-FTTN customer. │

(v) If an end-user chooses to receive Internet service from │
the GAS-FTTN customer and IPTV service from the │
Company, and a second loop is available, the GAS-FTTN │
customer shall pay the GAS Access Over Dry Loops rates │
and charges set out in Item 5410 – Gateway Access Service, │
in addition to all other applicable GAS-FTTN rates and │
charges. If a second loop is not available, GAS-FTTN │
service will not be provided. │

(w) GAS-FTTN Accesses are provided on the Company's │
fibre to the node facilities. GAS-FTTN Accesses are not │
available on the Company's fibre to the home facilities. │

4. Rates and Charges │

(a) For charges for Serving Area Manager Fees, Multiple │
Domain Names, Administration Fees and Gateway Mapping │
Administration Fee, see Item 5410 4.(f). │

(1) Two alternate Serving Area Manager Fees are │
applicable. The first fee option is used to activate the │
Province of Ontario serving area or the Province of Québec │
serving area in the Company's territory. The second fee │
option provides for the activation of all serving areas in the │
Company's territory. │

(2) Multiple Domain Names: │

(i) One time rates apply for programming the Broadband │
Access Server (BAS), on the same logical path with the first │
additional domain name and subsequent additional domain │
names on the same order. │

(ii) Multiple domain names are limited to a maximum of │
fifteen. │

(3) Administration Fees: Administration Fees provide for │
business office work that is required to perform the │
following functions: Customer Name Change, Mergers and │
Acquisitions and Customer Cutover or Access upgrades, │
including Access speed changes for end-users. │
Administration fees will not apply to customers migrating │
an AHSSPI from the Company's ATM network to its IP │
network. │

(4) Gateway Mapping Administration Fee: The Gateway │
Mapping Administration Fee addresses the work required to │
remap logical paths from each of Bell's BASs to the │
customer's PoP site allowing for end-user authentication. │
The number of BASs is dependent upon the number and │
specific location of the serving areas the customer has │
chosen to offer service. Larger urban centres require more │
BASs, this translates into higher numbers of BASs that may │
be impacted by mergers and acquisitions, customer cutover │
or access upgrades and potentially name changes. Gateway │
Mapping Administration Fees will not apply to customers │
migrating an AHSSPI from the Company's ATM network to │
its IP network. Service providers with the same │
configuration for all BAS in a serving area will be charged │
one Gateway Mapping Administration Fee for each serving │
area when changes to BASs are required. N
